The author makes some good points, and repeats other good points from complexity science, and I do agree with his idea of deep rationality . . . but his conclusion and worldview [pp. 192--193] are most disappointing, suggesting opinion not based upon prevailing fact.
The denial of Big Brother, or any central-decision makers, is belied and negated by the extensive international network of so-called think tanks [be they the Brookings Institution in America, or the Brookings Institution in China] which create a false consensus by having the same think tank people interviewed on the spread of networks [Fox, CNN, PBS, ABC, CBS, NBC, etc.]. Also, all those contracts handed out from the government [DoD, CIA, NSA, State Department, FBI, et cetera] again forming a false consensus on the Web by hired commenters, and comment-bots, et cetera!
Noticed that the author is on the faculty of Arizona State University, a major recipient of DoD contracts and research!
Just compare the membership of the Cato Institute and Heritage Foundation with the members of Pinochet's administration in Chile, and the membership of Yale's Jackson Institute, and the members of the Hamilton Project located at Brookings, and on and on!
