Never mentioned better fuel efficiency for car & trucks laws. Too bread & butter?
However, very nice on biofuels vs food security issue.
Science fiction? Not really. More like near future story.
Bipartisan comprehensive energy bill? Oh, boy. No way.

Ben Bova is a near future, high tech, science fiction author.

His science is cutting edge, realistic and informative IF you have the interest, and ability to comprehend.

Among other edifying subjects, his book deals with the politics of climate change, and political manipulation within the government.

It has aspects of intrigue, but this book is not in the action thriller sub-genre.

That being said, you can find much cross genre overlap in contemporary science fiction.
